Why is this wrong? States sent delegates to Phil. in 1787 for to write a constitution w/ a strong central gov.?

The States had no intentions originally to write a new constitution. They were only going to revise the Articles of Confederation. However, after the got there and saw how much work it needed, they decided to start anew.
